Increases the maximum number of permits for larger groundwater thermal exchange systems from 10 to 100 permits for systems with capacities over 20 to 50 gallons per minute.

Requires both small systems (20 gallons per minute or less) and larger systems (over 20 to 50 gallons per minute) to be compliant with natural resource water-use requirements under subdivision 2.

Changes the reference for water-use permit requirements from chapter 103F to chapter 103G, applying those requirements and related rules to groundwater thermal exchange permit recipients.

Permits are invalid if a water-use permit is required for the project and is not approved by the commissioner of natural resources.

Violations of permit conditions are subject to enforcement or penalties available to the commissioner and the Pollution Control Agency, effective the day following final enactment.
