Increases maximum grant amounts under the water infrastructure funding program from $5,000,000 to $10,000,000 per project or $20,000 per existing connection for USDA/RECD funded projects and clean water/drinking water revolving fund loans.

Increases maximum grant limit for the point source implementation grants program from $7,000,000 to $12,000,000 to cover 80 percent of water infrastructure project costs required by federal Clean Water Act mandates and state water quality standards.

Appropriates $299,000,000 in general obligation bond proceeds to the Public Facilities Authority for clean water projects, including $39,000,000 for revolving loan fund matching, $130,000,000 for water infrastructure grants, and $130,000,000 for point source implementation grants.

Authorizes the commissioner of management and budget to sell and issue up to $299,000,000 in state bonds to fund the appropriations, effective the day following final enactment.
