$2,000,000 appropriated from bond proceeds fund to the commissioner of natural resources for matching grants for trail connections under Minnesota Statutes, section 85.019, subdivision 4c.

Commissioner of management and budget authorized to sell and issue state bonds up to $4,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes, sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
