Defines "excited delirium" as a description of agitation, excitability, paranoia, extreme aggression, physical violence, and apparent immunity to pain that is not recognized in the current Diagnostic and Statistical Manual of Mental Disorders or lacks sufficient scientific evidence.

Prohibits the Peace Officer Standards and Training Board from certifying continuing education courses that include training on the detection or use of "excited delirium" and related terms including excited delirium syndrome, hyperactive delirium, agitated delirium, and exhaustive mania.

Prevents the board from granting continuing education credits to peace officers for courses that include training on detection or use of "excited delirium."

Prohibits the board from reimbursing law enforcement agencies or peace officers for courses that include training on detection or use of "excited delirium."

Prohibits law enforcement agencies from providing any course to peace officers that includes training on detection or use of "excited delirium," whether provided directly or through third parties.
