$13,940,000 appropriated from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Cologne for wastewater treatment facility improvements.

Grant covers design, permitting, engineering, construction, and equipment for improvements including a pretreatment system, new aeration basins, new clarifier, filters, and additional biosolids storage tank and repairs.

Commissioner of management and budget authorized to sell and issue state bonds up to $13,940,000 to fund the appropriation.

Bond issuance conducted in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
