Reduces Airport Development and Assistance appropriation from $24,198,000 to $18,598,000 by eliminating $5,600,000 in general fund support for fiscal year 2022 to the city of Karlstad for airport runway acquisition, predesign, design, engineering, and construction (Phase 1).

Appropriates $3,900,000 in fiscal year 2023 for Phase 2 of the Karlstad airport runway project for land acquisition, predesign, design, engineering, and construction.

Appropriates $7,700,000 from bond proceeds for Phase 3 of the Karlstad airport runway project, including runway lighting, taxiway and taxiway lighting, parking apron, utilities, aviation fueling system, access drive and parking, and facilities required for airport licensure.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,700,000 to fund the Phase 3 appropriation.

Makes the new bond appropriation effective the day following final enactment.
