Appropriates $15,000,000 from bond proceeds fund to the Metropolitan Council for capital improvements, betterments, and acquisition of regional recreational open-space lands according to the council's policy plan under Minnesota Statutes section 473.147.

Prohibits use of appropriated funds to purchase easements.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $15,000,000 to fund the appropriation, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
