Appropriates $7,200,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Alexandria for expansion and renovation of the Runestone Community Center.

Requires the city of Alexandria to commit at least an equal amount ($7,200,000 minimum) from nonstate sources before the state appropriation becomes available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,200,000 to fund the appropriation.

Becomes effective the day following final enactment.
