Establishes the Minnesota food bank program in the Department of Human Services to distribute funds to regional food banks participating in the federal Emergency Food Assistance Program (TEFAP).

Requires distributed money to be used for purchasing food distributed free of charge to TEFAP partner agencies and to cover handling and delivery fees, ensuring costs are not passed to local food shelves.

Appropriates $5,000,000 in fiscal year 2025, with a base of $5,000,000 in each of fiscal years 2026 and 2027, from the general fund to the commissioner of human services.

Transfers program responsibility to the commissioner of children, youth, and families if legislation codifying that department is passed in the 2024 session, with the program renumbered to chapter 142F.

Any unexpended balance at the time of transfer shall be appropriated to the commissioner of children, youth, and families.
