Creates alternate inpatient payment rate for children's hospitals effective January 1, 2024, when a hospital discharge is included in federally required disproportionate share hospital (DSH) audits and a patient has resided in the children's hospital for over ten years.

Alternate payment rate equals the standard rate computed under current law increased by 99 percent of what the DSH payment would have been had the discharge been excluded.

When a children's hospital receives payment using this alternate rate in any rate year, the hospital is prohibited from receiving any additional payments under the existing DSH payment subdivisions.

Amends Minnesota Statutes 2022, section 256.969, by adding subdivision 2g.
