Commissioner of Administration must convey all state-owned land within the Cloquet Forestry Center boundaries to the Board of Regents of the University of Minnesota at no cost.

Land to be conveyed consists of eight parcels located in Carlton County, Minnesota, described by legal subdivisions in Sections 29, 30, 31, and 32 of Township 49 North, Range 17 West.

Attorney General must approve the conveyance form and may make changes to the land description to correct errors and ensure accuracy.

An unspecified amount from the general fund is appropriated in fiscal year 2025 to the Commissioner of Management and Budget to prepay and defease outstanding state general obligation bonds for improvements at the University of Minnesota Cloquet Forestry Center and associated financing costs.

Upon prepayment and defeasance of all associated debt, the real property and improvements shall no longer constitute state bond financed property under Minnesota Statutes section 16A.695.
