Establishes a cannabis wholesale pilot project allowing medical cannabis manufacturers to grow, harvest, and sell cannabis plants, flowers, and products to Minnesota Tribal governments and Tribal cannabis businesses.

Exempts medical cannabis manufacturers and their employees from criminal penalties and most state cannabis regulations (Minnesota Statutes chapters 342 and sections 152.22-152.37) while performing authorized pilot project activities.

Permits medical cannabis manufacturers to sell immature cannabis plants, seedlings, adult-use cannabis flower, medical cannabis flower, and cannabis products only after receiving explicit authorization from the Minnesota Tribal government that licenses the purchasing business.

Sales by Tribal governments and Tribal cannabis businesses of products received from manufacturers are subject to terms of compacts negotiated under Minnesota Statutes sections 3.9224 and 3.9228, and applicable Tribal laws and regulations.

Pilot project expires March 1, 2025, and takes effect the day following final enactment.
