Appropriates $40,300,000 for state share of flood hazard mitigation grants for publicly owned capital improvements to prevent or alleviate flood damage under Minnesota Statutes, section 103F.161.

Allocates $3,300,000 specifically for Phase II of the Toelle Coulee project in Traverse County to mitigate flood risks to Browns Valley, including East Levee construction and culvert replacements.

Designates $5,000,000 for grants to watershed districts that are members of the Red River Watershed Management Board for flood mitigation projects, excluding Moorhead.

Provides $11,000,000 to the city of Moorhead for flood mitigation infrastructure including Phase 2 of the North Moorhead levee project, sanitary lift station #2 relocation, and a levee project along First Avenue North.

Allocates $6,000,000 to the city of Carver for levee restoration protecting a historic district, including predesign, design, engineering, land acquisition, and construction to raise levee height and achieve FEMA certification.

Provides $175,000 to the Chisago Lakes Lake Improvement District to repair the Lofton Avenue weir and Lake Ellen weir.
