Limits MinnesotaCare eligibility to U.S. citizens, nationals, and lawfully present noncitizens as defined in federal regulations.

Explicitly declares undocumented noncitizens ineligible for MinnesotaCare, defining them as individuals residing in the United States without approval or acquiescence of U.S. Citizenship and Immigration Services.

Maintains eligibility for lawfully present individuals ineligible for medical assistance due to immigration status with incomes at or below 200 percent of federal poverty guidelines.

Repeals Laws 2023, chapter 70, article 16, section 15, which had expanded MinnesotaCare coverage to undocumented noncitizens effective January 1, 2025.
