Appropriates total $110,000,000 for modernizing Minnesota's state-managed outdoor recreation experiences, including $25,000,000 for public land access, $5,000,000 for camping infrastructure, $10,000,000 for stream restoration, and $35,000,000 for boating access.

Prioritizes funding for underserved communities and allows the commissioner to reallocate money across purposes based on project readiness; appropriations available until June 30, 2029.

Requires the commissioner to submit annual progress reports by November 30 to legislative committees on expenditure of appropriated funds.
