Appropriates $2,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to Aitkin County.

Funds renovation and expansion of the Aitkin County Health and Human Services building, including replacement of heating and cooling systems.

Provides for secure interview spaces, Americans with Disabilities Act accessible restrooms, meeting spaces, convertible work areas, lobby renovation, and increased security measures including badge access, panic buttons, and clear escape routes.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 to provide the appropriated funds.

Takes effect the day following final enactment.
