Prohibits disciplinary dismissals for students in preschool through grade 3, except for dismissals lasting less than one school day and those covered under special education or federal law.

Requires schools to attempt nonexclusionary disciplinary policies and alternative educational services before dismissal proceedings, except where immediate and substantial danger exists.

Expulsions and exclusions may only be used after resources are exhausted and only when there is an ongoing safety threat to the child or others.

Requires school boards to establish policies emphasizing nonexclusionary discipline, early problem detection, and preventing student behavior from recurring.

Repeals sections 121A.425, subdivision 2 (nonexclusionary discipline requirements) and 121A.611 (recess detention restrictions), with all provisions effective July 1, 2024.
