Appropriates $24,902,000 from bond proceeds to the commissioner of employment and economic development for a grant to St. Paul to construct an approximately 1.5 mile promenade along the Mississippi River bluff in downtown St. Paul.

Includes improvements to Kellogg Mall Park with an interactive water feature, nature play elements, a beer garden, and trails.

Includes improvements to Lambert's Landing and Lower Landing Park with reconfiguration for increased access, a new welcome center and cafe, a river overlook, and seating.

Provides a pedestrian connection between the top of the bluff and parks at river level, with spaces along the promenade for programming, recreation, public art, events, food concessions, and seating.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $24,902,000 to fund the appropriation, effective the day following final enactment.
