Appropriates $6,000,000 from bond proceeds to Northern Lights Special Education Cooperative No. 6096-52 for an education learning center serving students with autism, cognitive disabilities, emotional and behavioral disorders, and other specific educational needs.

Appropriates $6,000,000 from bond proceeds to Area Special Education Cooperative No. 997 for an education learning center with identical program parameters and student population focus.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $6,000,000 for Northern Lights cooperative and up to $6,000,000 for Area cooperative to fund the appropriations.

Education learning centers will include space for Level IV setting regional special education programs and no nonstate match is required for either grant.

Both sections become effective the day following final enactment.
