Appropriates $11,600,000 from the state transportation fund bond proceeds account to the commissioner of transportation for a grant to the city of St. Paul for replacement of Bridge No. 7272, the Randolph Avenue bridge over the Union Pacific Railroad between Shepard Road and James Avenue.

Includes funding for reconstruction and replacement of associated Randolph Avenue bridge approach roadways, retaining walls, and other public infrastructure between Shepard Road and James Avenue.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,600,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
