• A person who finds an estray and knows the owner must notify the owner within seven days and request payment of reasonable charges and removal of the animal.

• A finder who does not know the owner must file a notice with the town or city clerk within ten days and post a physical or online notice describing the estray or providing a photograph.

• Required notice information must include a brief description or photograph, the finder's residence or contact information, and the approximate location and time the estray was found.

• A finder who fails to provide required notice is liable to the owner for double the amount of damages sustained by the owner.

• The law is effective August 1, 2024.
