Establishes firearm storage requirements: firearms must be unloaded and equipped with a locking device, or stored in a locked firearm storage unit or locked gun room, except when under direct physical control of the owner.

Creates tiered criminal penalties for violations: petty misdemeanor for basic violation; gross misdemeanor if a child is present in the storage area; felony with up to 3 years imprisonment or $5,000 fine if an unsecured loaded firearm is accessed by a child or prohibited person; felony with up to 5 years imprisonment or $10,000 fine if an unsecured firearm is used in a violent felony.

Defines "child" as a person under 18 years old and establishes exemptions for firearms being transported, used in authorized shooting sports or hunting, used for lawful education, or possessed by peace officers on duty.

Exempts firearms accessed through unlawful entry from the storage requirements and liability.

Appropriates $10,000 in fiscal year 2025 and $19,000 beginning in fiscal year 2026 to the Department of Corrections for implementation costs; effective August 1, 2024.
