Requires nonoxygenated gasoline to be unleaded premium grade and limits storage to no more than one tank per retail station.

Mandates permanent signage at pump stands stating the fuel is for nonoxygenated gasoline use only in specified vehicles and equipment, posted at least two feet above ground.

Requires sellers of nonoxygenated premium gasoline to register every two years with the state director and report the total annual amount sold.

Restricts nonoxygenated gasoline for small engines to dispensing into containers with a capacity of six or fewer gallons.
