Appropriates $44,800,000 from the bond proceeds fund to the Public Facilities Authority for a grant to construct a new regional wastewater treatment facility in Goodhue County.

Facility will serve the joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo, and will provide wastewater treatment service to the Elk Run settlement lands of the Prairie Island Indian Community.

Funding covers design, engineering, permitting, construction, and equipment of the state-of-the-art facility, plus infrastructure improvements to connect the facility to communities in the sanitary district.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $44,800,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
