• Establishes a 2% assessment on health insurance claims paid by health plan companies and third-party administrators for dates of service beginning January 1, 2024.

• Assessment applies to "paid claims" which include payments for health care services to Minnesota residents, but excludes claims-related expenses, federal programs (Medicare, Medicaid, Tricare, VA), and individual cost-sharing amounts.

• Health plan companies and third-party administrators must file quarterly returns (April 30, July 30, October 30, January 30) with the Minnesota Commissioner of Revenue and pay the assessment on claims paid that quarter.

• Assessment revenues are deposited into the health care access fund and appropriated solely for administration of MinnesotaCare and medical assistance programs and implementation of the assessment.

• Commissioner of Commerce or Health may suspend or revoke operating licenses of entities that fail to pay assessments, interest, or penalties when due.
