Prohibits veterans and former service members who forfeit federal benefits under United States Code title 38, chapter 61 from receiving state-funded benefits, services, or programs related to veterans affairs.

Clarifies that veterans home administrators must have a current Minnesota nursing home administrator's license and serve at the pleasure of the commissioner, removing language about reporting structure.

Increases the number of new state veterans cemeteries to be planned from three to four, adding a fourth cemetery in addition to those in northeastern, northwestern, and southeastern Minnesota, with priority consideration given to Fillmore County land for the southeastern location.
