Establishes special tax increment financing district rules for the city of Ramsey bounded by Ramsey Boulevard on the east, Bunker Lake Boulevard extended west to Llama Street on the north, Llama Street on the west, and 600 feet south of U.S. Highway 10 on the south, with specific parcels included and excluded.

Exempts the district from standard redevelopment tax increment financing requirements under Minnesota Statutes section 469.174, subdivision 10.

Expands eligible expenditures to include the city's share of Northstar Transit Station construction and related infrastructure, previously acquired land costs, and public improvements installed before or after district establishment.

Extends the activity timeframe from five years to ten years from the date of district certification for activities to be considered timely undertaken.

Sets in-district percentage for pooling restrictions at 100 percent (excluding administrative expenses) and exempts specific parcels from certain development timing requirements.
