Increases educational assistance stipend from $750 to $1,500 per year for each eligible child and eligible spouse, while maintaining a single $750 payment for eligible veterans.

Expands eligibility to include spouses and children of veterans with 70% or greater service-connected disabilities, deceased veterans, and dependents of prisoners of war or those missing in action.

Provides free tuition and fees at Minnesota public postsecondary institutions for eligible children and spouses until they attain a bachelor's degree or equivalent.

Expands eligible institutions to include Tribal colleges and institutions licensed or registered with the Office of Higher Education, in addition to public universities and state-operated institutions.

Repeals Minnesota Statutes section 197.752 to consolidate education benefits for prisoners of war and missing in action dependents into the main state soldiers assistance program framework.
