Establishes state policy to protect public libraries' freedom to acquire materials and prohibits banning, removing, or restricting access to books or materials based on viewpoint or message.

Defines "public library" to include municipal and county libraries receiving at least half funding from public sources, libraries under section 134.195, school district and charter school libraries, and public higher education institution libraries.

Adopts a Public Library Bill of Rights requiring libraries to provide materials for all community members without exclusion based on origin or views, present all viewpoints on issues, and not remove materials due to partisan or doctrinal disapproval.

Makes adoption of the Public Library Bill of Rights a condition for libraries to receive any state aid or grants under Minnesota Statutes chapter 134.

Allows any injured person to bring civil action for injunctive relief, costs, reasonable attorney fees, and up to $5,000 in civil penalties per violation; authorizes attorney general enforcement under section 8.31.

Preserves libraries' authority to decline purchases or remove materials as part of regular collection development or to comply with state or federal law, and preserves parental and adult student rights under section 120B.20.
