Requires school districts and charter schools to adopt written gender inclusion policies by the 2024-2025 school year ensuring student access to programming, activities, and facilities regardless of sexual orientation, gender identity, gender expression, or gender nonconformity.

Mandates schools identify and address students by their preferred names and pronouns, and allow name/pronoun changes in digital systems without requiring medical documentation or legal verification.

Prohibits gender-based separation of students in academic programming unless serving a legitimate pedagogical purpose, and requires equal opportunity to participate in cocurricular and extracurricular activities consistent with gender identity.

Requires schools to provide access to facilities aligned with students' gender identity, designate at least one safe staff member per building for student support, establish violation reporting mechanisms, and provide professional development for staff.

Directs the Minnesota State High School League to adopt rules allowing students to participate in extracurricular activities consistent with their gender identity, and the Department of Education to develop a state model policy for school districts to reference.
