Commissioner of Human Services must revise the Parent Aware rating system to include only curricula and assessments aligned with evidence-based reading instruction in the READ Act (Minnesota Statutes sections 120B.1117 to 120B.124).

Commissioner of Human Services must determine costs for an incentive program and implementation plan to help early learning providers purchase approved curricula, assessment tools, and receive professional development and coaching.

Commissioner of Human Services must contract with an independent reviewer to assess Develop (Minnesota's quality improvement tool) professional development resources for alignment with evidence-based reading instruction and suggest additional resources.

Commissioner of Education must establish three pilot programs: an early learning multitiered system of support (MnMTSS), a parent engagement program to enhance early literacy skills, and a three-year program to assess effectiveness of state-funded early childhood programs' literacy instruction.

Appropriations made from the general fund to the Department of Human Services and Department of Education for fiscal year 2025 to implement these requirements, with funds available through June 2027 or 2028 depending on the program.
