Requires the commissioner to work with federal, state, local, and private agencies to develop alternative institutional and noninstitutional care programs for veterans supplementing the mission of veterans homes.

Authorizes the commissioner to make dental services available to veterans homes residents and engage with the U.S. Department of Veterans Affairs to support the dental benefits program.

Permits the commissioner to provide adult day care center programs offering therapeutic and rehabilitation health care services to veterans and support services for caregivers, with authority to collect participant fees and accept federal funding.

Authorizes the commissioner to operate a central pharmacy to provide pharmaceuticals to veterans home residents as part of their care plans, with compliance required under state and federal law and coordination with the U.S. Department of Veterans Affairs.
