Commissioner of education must establish and convene a 19-member Digital Citizenship, Internet Safety, and Media Literacy Advisory Council composed of teachers, school media specialists, parent-teacher organization representatives, library system representatives, and subject matter experts.

Council membership includes three licensed classroom teachers, three school media specialists, and three parent-teacher organization representatives (one each from rural, urban, and suburban Minnesota), plus four library system representatives and six experts in digital citizenship, Internet safety, and media literacy.

Advisory council must recommend best practices for instruction in digital citizenship, Internet safety, and media literacy, and methods for teaching students to safely, ethically, responsibly, and effectively use media and technology resources.

Commissioner must report by February 14, 2025, to legislative committees with jurisdiction over K-12 education, including guidelines for stakeholders on instructional practices and any necessary draft legislation.

First meeting must be convened by September 9, 2024, with council members selecting a chair or cochairs; the advisory council expires on February 15, 2025.
