Appropriates $11,342,000 from bond proceeds to the commissioner of employment and economic development for a grant to St. Louis County for the Heritage and Arts Center (the Depot) in Duluth.

Funds cover asset preservation and expansion including predesign, design, construction, and renovation of mechanical, electrical, heating, ventilating, air conditioning systems and life-safety building elements.

Grant is contingent on St. Louis County committing at least $5,671,000 in nonstate funding to complete the project before state funds become available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $11,342,000 to provide the appropriated funds, per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
