Appropriates $9,000,000 from the state transportation fund bond proceeds account to the Commissioner of Transportation for a grant to St. Paul for replacement of the eastbound Kellogg Boulevard bridge (Bridge No. 90378) near the RiverCentre.

Funding covers construction, furnishing, and equipping the replacement bridge along with reconstruction of associated approach roadways, retaining walls, bluff stabilization systems, and infrastructure between West Seventh Street and Market Street.

Included in appropriation are utilities (sewer, water, communications), fire suppression systems, HVAC systems, security and safety systems, snowmelt systems, and environmental remediation for the project area.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $9,000,000 to fund the appropriation according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
