Requires sellers of scrap metal copper to obtain a valid license from the commissioner beginning January 1, 2025, with a $250 application fee and $250 annual renewal fee.

Applicants must provide their name, permanent address, telephone number, and date of birth, and acknowledge they obtained the copper by lawful means in the regular course of their business or authorized construction work.

Persons licensed to perform work under chapter 326B or holding Section 608 Technician Certification are automatically deemed licensed to sell scrap metal copper.

Scrap metal dealers must require a photocopy or electronic scan of the seller's current copper sales license and include this documentation in their purchase records.

Commissioner may deny, suspend, revoke, or place on probation a license for fraudulent activity, violations of federal or state law, unpaid fees, noncompliance, or consumer complaints, with enforcement under chapter 45.
