• Amends Minnesota Statutes section 116J.015 to delay the start of annual reporting requirement from February 15, 2023 to February 15, 2024, requiring the Commissioner of Employment and Economic Development to submit a list of all open-ended statutory reporting mandates and discuss their usefulness.

• Modifies Laws 2021, First Special Session chapter 14, article 11, section 42 to narrow a $6,000,000 meat processing grant from broadly eligible businesses in redevelopment areas to specifically target businesses in the city of South St. Paul operating in the Shoreland Overlay Zoning District.

• Adjusts appropriations across multiple fiscal years including State Competency Attainment Board ($3,515,000 in 2024 and $10,900,000 in 2025), district courts, Department of Corrections, child care and early education programs, and IT systems improvements.

• Reduces district court appropriation base from $5,042,000 to $1,500,000 in fiscal year 2024 and modifies State Competency Attainment Board base from $11,350,000 to $3,515,000 in fiscal year 2024.

• Repeals Laws 2023, chapter 52, article 1, section 15 and corrects various technical errors and inconsistencies in legislative enactments.
