Appropriates $6,000,000 from bond proceeds to the commissioner of transportation for a grant to the city of Fridley for predesign, design, and engineering of the 57th Avenue NE extension and bridge over the BNSF Northtown Yard.

The project extends from Main Street NE (Anoka County State-Aid Highway 102) westward to East River Road (Anoka County State-Aid Highway 1) in Fridley and includes public utilities and approach walls.

State appropriation of $6,000,000 serves as a match to leverage approximately $24,000,000 in federal funding.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $6,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
