Appropriates $15,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Duluth.

Funds support predesign, design, construction, furnishing, and equipping of the Spirit Valley Community Center located in Memorial Park in western Duluth.

Community center will provide community programming, recreation, and health and wellness opportunities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to finance the appropriation.

Effective the day following final enactment.
