Defines "vapor product" as any noncombustible product using a heating element or electronic means to produce vapor from nicotine or other substances, including electronic cigarettes, cigars, and cartridges containing these substances.

Prohibits marketing, promoting, advertising, distributing, or selling vapor products by imitating food or brands marketed to minors, school supplies, or characters/personalities known to appeal to minors.

Prohibits attempting to conceal the nature of vapor products from parents, teachers, or other adults, and prohibits using terms or depictions that describe prohibited products.

Establishes a private right of action allowing persons or entities to recover damages under Minnesota Statutes section 8.31 for violations.

Authorizes the attorney general to sue for and recover civil penalties from violators, with court-determined penalties not to exceed $50,000 per violation.
