H.F. No. 4480 Summary

• Nursing facilities must report annually by February 1 information about related organizations in which licensees or their general partners, directors, or officers have 5 percent or more ownership interest that provides services, facilities, or supplies to the facility.

• Licensees with such related-organization interests must disclose all services, facilities, or supplies provided to the nursing facility, the number of individuals providing those services, and any other information requested by the state agency.

• Nursing homes must annually report to the commissioner their costs associated with leases, rent, and use of land or other real property, along with any other related information requested.

• Violations of the new lease and rent reporting requirement are subject to penalties and procedures under existing nursing facility regulations.

• Repeals Minnesota Statutes section 256R.18, which required the Commissioner of Human Services to provide biennial reports to legislative committees on nursing facility reimbursement system effectiveness (effective August 1, 2024).
