Appropriates $7,000,000 from the general fund in fiscal year 2025 to the commissioner of employment and economic development for a grant to the Armory Arts and Music Center for renovation of the historic Duluth Armory.

Funds must support construction, furnishing, and equipment of the renovation including the Music Resource Center, North Country Creative Center, and Food Enterprise Center.

Includes money for structural enhancements to meet current building codes, Americans with Disabilities Act (ADA) compliance improvements, and mechanical, electrical, plumbing, and utility system upgrades.

Requires the project to use design and construction methods that maximize energy efficiency and long-life cycle materials while meeting federal National Parks Service, Secretary of Interior Standards for Rehabilitation.

Exempts the project from public bidding requirements due to its integrated nature and establishes the appropriation as a one-time allocation available until project completion or abandonment.
