Removes obsolete language requiring school districts to begin assisting students with transition plans starting in the 2013-2014 school year, since that requirement is now outdated.

Maintains all existing requirements for school districts to assist students by grade 9 in developing comprehensive plans for postsecondary education and employment success.

Preserves nine core components of student plans including career and college readiness curriculum, academic rigor, goal-setting, counseling access, and partnerships with postsecondary institutions and employers.

Keeps provisions allowing students with individualized education programs (IEPs) to satisfy transition plan requirements through their existing IEP if it meets the required components.

Maintains requirements to inform students about free public school admission and continued plan support while enrolled.
