Repeals the retail delivery fee established under Minnesota Statutes Chapter 168E, which imposed a 50-cent fee on retail deliveries of tangible personal property and clothing exceeding $100.

Amends the Transportation Advancement Account in section 174.49 to remove references to retail delivery fee proceeds, eliminating that revenue source from the account.

Removes the retail delivery fee from the list of costs that the Revenue Department service and recovery special revenue fund recovers through collected revenues.

All amendments and repeals are effective the day following final enactment.
