Appropriates $8,000,000 from bond proceeds to the commissioner of transportation for a grant to Dakota County, the city of Lakeville, or both for reconstructing County State-Aid Highway 50 from Klamath Trail to Juniper Path as part of the Interstate 35 interchange project.

Funds may be used for preliminary and final design, engineering, right-of-way acquisition, easements, construction, and reconstruction of County State-Aid Highway 50 and other roads including 173rd Street, Junelle Path, and Kenrick Avenue.

Eligible uses include multipurpose pedestrian and bicycle facilities, public utility relocation, and stormwater management to address corridor mobility and safety improvements.

Authorizes the commissioner of management and budget to sell and issue up to $8,000,000 in state general obligation bonds pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
