Repeals Laws 1979, chapter 189, sections 1, 2 (as amended by Laws 1984, chapter 548, section 8), and 3, which previously limited franchise fee rates for the city of St. Paul.

Removes state-imposed restrictions on the franchise fees that St. Paul can charge to utilities and other service providers operating within the city.

Becomes effective the day after St. Paul's governing body and chief clerical officer complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
