Allows criminal sexual conduct cases to be prosecuted in the county where any element of alleged sexual penetration or sexual contact occurred, or alternatively in the county where the complainant is found.

Applies when the complainant is mentally incapacitated as defined in Minnesota Statute section 609.341, subdivision 7.

Applies when the complainant is physically helpless as defined in Minnesota Statute section 609.341, subdivision 9, as a result of being asleep or not conscious.

Establishes new law in Minnesota Statutes, chapter 627, section 627.16.
