Appropriates $3,386,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Redwood Falls for municipal airport improvements.

Funds include reconstruction of Runway 12/30, taxi lanes, and apron; replacement of runway lighting system; and installation of a stormwater management system for future projects outlined in the Airport Layout Plan.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,386,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
