• Changes the title of "ombudsman for mental health and developmental disabilities" to "ombudsperson for behavioral health and developmental disabilities" throughout Minnesota Statutes sections 245.91 to 245.97.

• Expands the definition of "facility" or "program" under the ombudsperson's jurisdiction to include peer recovery support services provided by recovery community organizations.

• Adds new responsibilities for the ombudsperson to review complaints regarding quality of peer recovery support services, misclassification of recovery peers as independent contractors under section 181.722, and adequacy of peer recovery support services billing codes and procedures.

• Prohibits recovery peers from being classified as independent contractors in substance use disorder treatment programs and recovery community organizations.

• Requires the ombudsperson to include summary information on peer recovery support services complaints and recommendations to improve quality, address worker misclassification, and modify billing codes in biennial reports to the governor.
