Appropriates unspecified funds from the general fund in fiscal year 2024 to the commissioner of human services for a grant to Beltrami County to plan and develop a comprehensive mental health services program for individuals under arrest or subject to arrest.

Requires Beltrami County to convene project stakeholders and develop a sustainable integrated care model providing mental health and chemical dependency services for adults and children under arrest or subject to arrest in Beltrami County and northwestern Minnesota.

Mandates the care model include inpatient services, outpatient services, and community-based services that are patient-centered, culturally competent, and based on evidence-based practices.

Specifies the care model should have the capacity to be replicated in other areas of the state.

Designates this as a one-time appropriation.
